Evans vs Bowser (1976 - 2016)

In 1976, six residents of Forest Haven Asylum filed a complaint  against the District of Columbia claiming that the Asylum did not fulfill their needs and that they need individual treatment.

The result was decades of compliance to better the treatment of individuals with mental illness.

Does I Through III v. District of Columbia (2003)

Select individuals stepped forward to " policy of allowing city officials to consent to elective surgical procedures on institutionalized individuals violated such individuals substantive and procedural due process rights, secured by the Fifth and Fourteenth Amendments."

"Plaintiffs' complaint therefore merely contends that the effects of the District's past conduct are likely to continue to plague plaintiffs well into the future, not that future violations are likely."
